a research institute is a university without BSc students: academic level research and publications (mostly patent-related). hii is a non-profit research institute without shareholders, so not focused on patents but actual science. The main advantage is total freedom of research direction, not limited by academic disciplines and not limited by patent outcomes
21st century research is moving towards computational modeling studies and theoretical/fundamental science, where large labs or investments are no longer a requirement, leaving the only necessary resources to be scientific journals and software packages. Fortunately, both journals and software company’s are moving towards more open-access/open-source models.
an important addition of this institute would be the collaboration aspect. You can have a great idea, but as long as you have no one to believe in its potential and give feedback on the process, it is hard to stay motivated to dive further into it. Most importantly, it would be a meeting place to start independent research projects, where any patents would 100% go towards the contributors and just the subscription costs are shared among the entire community. It would function like a very efficient online research institute.
